When US-backed Syrian fighters took full control of the city of Raqqa, it ended three years of rule there by ISIS (Islamic State of Iraq and Syria), also known as Daesh.

ISIS made Raqqa in Northern Syria its headquarters in early 2014, but in October 2017 Raqqa fell to allied forces.  In exchange for a deal to save lives and bring peace to the city, a convoy carrying several hundred ISIS fighters, their families, weapons and ammunition were allowed to leave the city freely.

Short-sighted political expediency has brought us to the current situation.  The ASOR Operation Orcus Campaign will focus on the identification, tracking and apprehension or elimination of high value targets associated with ISIS and their allies.

Intelligence indicates senior ISIS members who escaped Raqqa are now scattered across the Middle East, Northern Africa, and the Mediterranean.  They have not abandoned their radical Islamic views and fully intend to continue waging Jihad against all who oppose their world view.  It is understood their intention is to rally sympathetic groups to the cause of an Islamic Caliphate and share their experience and contacts.  This will undoubtedly lead to an increase in global terrorism and a broadening of militant Islamic extremist operations worldwide.

After a brief period of high intensity training, ASOR will conduct a series of operations in support of an international coalition tasked with accounting for all senior ISIS members currently at large.  Media and public scrutiny of these operations would prompt unwelcome questions regarding the original decision to allow these target individuals the opportunity to leave Raqqa unhindered.  As such, these operations will be conducted with the strictest secrecy and with a strictly enforced set of Rules of Engagement (ROEs).

Minimisation of civilian casualties and collateral damage are keys to the success of this operation.

The border between Algeria and Tunisia has long been an area for Islamic militant activity, however in recent weeks the scale and coordination of attacks originating from here has escalated.  Evidence suggests ISIS fugitives have made their way to the region and have been applying their skills and experience to training and recruiting North-African Jihadis to the ISIS cause.  The Algerian Government has gratefully accepted an offer of NATO assistance, and ASOR is to be deployed in the region to conduct a clearance of known or suspected Insurgent villages and camps.

Enemy –
ISIS recruiters influencing North-African Islamic extremists.  IEDs possible, but unlikely in populated areas.

Friendly –
ASOR will have access to XRAY and QRF.

Civilian –
Civilians expected throughout the Area of Operation.  Some humanitarian aid workers also likely.

Terrain –
Border region between Algeria an Tunisia (G.O.S Dariyah Map).

Assist the Algerian government by finding and eliminating ISIS presence amongst local militant forces.

The mission will occur in SIX phases:
Phase One – Briefing and Preparation
Phase Two – Insertion
Phase Three – Assault an ISIS training facility East of the town of Akka
Phase Four – Identify and clear any areas identified as militant strongholds following the capture of the ISIS training facility
